摘  要:清代末期,苏北地区的贸易因大运河的衰败而逐渐转向沿海。王朝试图用业已繁盛的青口港代替淮关的部分功能,因而设计了海州——青口为主线的城市格局。清末民初,沈云沛和许鼎霖等地方士绅逐渐主导了海州,他们通过实业开发、开埠、争取铁路等方式使新浦镇取代没落的青口镇成为海州新的出口,从而形成海州——新浦的城市格局。民国中期,国家主导下陇海铁路及连云港的修筑使新浦镇成为海州的中心城市,连云港成为国家的港口,海州地区形成新浦-连云港的城市格局。海州城市格局的转变既是区域发展的结果,也是海州政治力量变化的反应。然而,海州的内在政治语境和经济困境一直限制着城市的进一步发展。In the late Qing Dynasty, the trade of Subei Region turning to the coast due to the ruins of the Great Canal. The Dynasty designed the city pattern of Haichou-Qingkou to replace Huai Pass with Qingkou to some extent. During late Qing and early Republic, the local Gentry such as Shen and Xu dominated the region. They constructed Xinpu Town (新浦镇) through the industry exploit, open- ing port and striving for railway. Consequently, Xinpu Town substituted Qingkou Town (青口镇) to become the new port, and shaped the city pattern of Haichow-Xinpu. During the Middle Republic Era, the construction of Lung-Hai Railway and Lianyun Port dominated by Nation made Xinpu Town become the Center town and Lianyun Port turn into national Port. The city pattern of Xinpu-Lianyun took shape. The transformation of city pattern in Haichow region was the result of the regional develop, also, it was the reaction to the change of dominant power of Haichow. However, the inner Political plight and outer plight of the city restricted its further development.
