摘　　要：农民流动是我国农村体制改革的深刻反映,也是我国现代化、城市化和工业化发展的必然结果。农民流动打破了农村原有的秩序,导致现有村庄的失序;给村治权力的运作带来了许多新的变量因素,致使村治难度加大;农民流动还影响了我国基层民主建设的效果。加大了基层民主建设中的困难。The farmers floating is the profound reflection on Chinese rural system reform and the result of modernization, urbanization and industrialization. The famers floating has broken the rural old order so that made the village to the lost-order condition, brought many new variable factors for the village governing power strength＇s operation and increased the difficulty of rural government, it has also affected the effect of Chinese rural democracy construction and enlarged its difficulty.
