摘 要:在学术期刊上公开发表的科研论文是科研成果的主要表现形式之一,学术期刊作为科研成果发表的媒介,其科研评价功能是明确的,主要体现在论文发表前的评审过程和论文发表后的反响情况。利用期刊的各种计量指标评价科研成果适应了科研管理科学化、制度化、有效化的时代要求。通过分析核心期刊科研评价的利弊,提出采用综合评价、明确期刊与论文间的关系、区别3种不同层次的评价对象、借鉴分级管理办法、进行校内优秀论文评审、推行论文代表作制、区别评价教学和科研人员的学术成绩,考虑科研成果评价的多面性等8个方面改进学术期刊科研评价机制的措施。Scientific research essays publicly issued on academic journals are one of the presenting forms of scientific research. As a media issuing scientific achievement, academic journals proved a confirmed function for scientific research, which mainly embodied in the process of accreditation prior to issuing and responded circumstance posterior to the publishing. Utilizing measuring index to appraise scientific progeny is fit for the timing request of scientific research' s scientific systematization and effectiveness. With the analysis on the pros and cons of the neutral journal's appraisal, eight measures have been put forward. They are promoting comprehensive assessment, confirming relations of journals and essays, distinguishing estimated objective of three diverse integrations, accrediting interior supervising essay, de- veloping system of representative of papers, treating academic achievement of teaching and scientific researching staffs differently in order to improve measurement of academic journals' scientific appraisal system.
