摘　　要：内刊作为一种重要的文献资料,在社会生活中发挥着不可替代的作用。而关于内刊发行范围的规定,制约了内刊的发展。内刊加入期刊数据库后,极大地提高了利用率,但在目前的法规政策下,严格说是不合法的。因此可以采取引入期刊退出机制腾出刊号资源,允许优秀内刊转变为公开发行期刊,放宽内刊传播范围等措施,有效开发和利用内刊资源。As an important kind of documentation, restricted publications play an indispensable role in modem life. However circulation rules have unfavorably limited the development and prevented the influence of restricted publications. Under the present legal system, strictly speaking, it is not permitted for restricted publications to enter webjourhal database. In the present paper the writer tries to put forward some suggestions on how to develop and utilize restricted publications.
