摘　　要：我国烟草专卖制度要实现由专卖管理向经济上垄断专卖专营转变,必须做到"六要":即要以减害降害为专卖制度根本宗旨;要以满足广大消费者需要为社会责任;要以为国家提供财政收入为行业使命;要在专卖体制下更注重严格规范;要在专卖体制下更加注重充满活力,提高效率;要在专卖制度下不断提高行业竞争力。The our country tobacco sells the system to want to carry out particularly from sell the management toward economy pacticularly to break to sell particularly up the Monopolization particularly the camp change, must attain＂ six want＂： want to take reducing to harm to decline to harm as namely to sell the system the basic aim particularly; Want to take satisfying the large consumer demand as the social responsibility; To think the nation provides the public finance income as the profession mission; Want at sell the system particularly under even pay attention to the strict norm; Want at sell the system particularly under pay attention to more vibrant, lift high-efficiency; Want at sell the system particularly under raise the profession competition ability continuously.
