摘　　要：将非贸易议题纳入多边贸易谈判是贸易自由化不断深化的必然结果,虽然目前多哈回合贸易谈判陷入僵局,但这一问题最终将会得到解决。就非贸易议题进行谈判并达成协议,可能对发展中国家的经济社会发展造成负面影响,但若能运用得当,也可起一定的促进作用。It＇ s the unavoidable resuh of deepening trade liberalization that brings non-trade issues into multilateral trade negotiation. Although Doha Development Round negotiation has reached a stalemate, we believe this problem will get resolved sooner or later. It has a negative effect on the social and economic development of developing countries if WTO were to negotiate on non-trade issues and reach an agreement, but it has a positive effect if they were to manage it well.
