摘　　要：对控制性详细规划编制的发展及面临的挑战进行了论述,阐明了控制性详细规划编制内容早期尚未真正涉及私产保护问题,指出控规编制内容的不断完善促进了私人财产保护和公共利益的维护。It discusses the development ot controlling detailed planning making and the challenges it laces, illustrates the early controlling detailed planning making content is not related to private property protection, and points out that the improving of controlling planning making content promotes private property protection and the maintenance of public benefit.
