摘　　要：根据相关法律,高校应制定章程并依其进行管理。高校章程的制定和完善是近一时期我国高校改革中的重要工作之一。结合媒体报道的经典案例,探讨制定和完善高校章程、确保高校管理所依据的"法"是"良法"应遵循的原则。According to the relevant laws, colleges and universities should develop and ob.ey their constitutions. To develop and improve the constitutions is one of the important work in colleges and universities＇ reform in china in the recent period. Combining the classic cases reported by media, the article discusses some principles to develop and improve the constitutions to ensure the good laws abided by the management of colleges and universities.
