摘　　要：导致公立二级医院机制性经营亏损的根本原因,主要是医保总额控制、运行成本增加、政府投入不足等政策性因素。解决公立二级医院机制性经营亏损问题的关键,是尽快建立健全体现公益性质,激励约束相容,确保投入绩效的财政补偿机制。The main reasons that cause managing loss in public county hospitals are summarized as control of the amount of medical insurance, increase of management cost and deficiency of government input. So the vital measure to solve this problem is to develop the financial compensation mechanism which should reflect its nature of public interest, keep balance of being incentive and restrictive, and ensure its performance.
