城市泔脚垃圾回收处置的调控机制探讨

摘  要:上海城区每天产生的餐厨泔脚垃圾超过1100t。其安全回收和处置日益引起公众和社会的关注。介绍了部分发达国家对餐厨废弃物的管理和法规。分析了上海城市生活垃圾的主要部分、泔脚垃圾的产生及处理状况。论述了上海城市泔脚垃圾回收处置的调控机制,指出上海目前各类餐厨泔脚垃圾产生单位申报的产生量低于实际产生量.泔脚垃圾在回收处置过程中少收和漏收的现象仍然明显存在。建议必须建立社会化服务.企业化经营,法制化管理的城市泔脚垃圾回收处置的调控机制,其中餐厨泔脚垃圾的产生者付费和回收处置的市场化调控是重要途径。As over 1,100 tonnes of municipal kitchen wastes are generated in Shanghai everyday, the public feels more and more concerns about their secure collection and disposal. The amount of kitchen wastes reported by producers is obviously less than that actually generated, so that it has become a universal problem for some food wastes not collected by the legal system. Therefore, the illegal evasion of charges for the collection and disposal of the wastes must exist. It was suggested that such a management system of the municipal kitchen waste collection and disposal should be established in a form of opening to the society, being run as an enterprise and governed by laws. The policy of "polluter pays" and market regulating would be important ways to improve the efficiency of this system.
