摘　　要：阐述了规划环境影响评价中公众参与的涵义和作用，规划环评公众参与的对象。形式，时机。结合应用实例，分析了规划环评公众参与的适用范围、参与对象、参与形式和参与时机。指出了规划环评公众参与在应用中存在的问题。提出了改进的建议。The definition and functions of public participation in strategic environmental assessment （SEA） were described, and its application scope, forms, time and appropriate participants were presented theoretically together with an example. A simple analysis was carried out about encountered problems in practice and some suggestions for improvement were given.
