摘 要:低碳经济是以低能耗、低污染为基础的绿色经济。低碳经济的实质是高能源效率和清洁能源结构的问题,核心是能源技术创新和制度创新。在制定和发展低碳经济政策和战略时,必须抓住其本质和核心内容,对经济活动的物质流进行分析,建立物质流分析账户,调控物质流动模式,实施物质流管理,优化经济结构,最终实现低碳经济的发展目标。文章分析了低碳经济和物质流分析的国内外进展,同口径对比了中国与日本物质流主要指标,基于物质流分析建立了我国推进低碳经济发展的"四位一体"模式。Low carbon economy is green economy based on low energy consumption and low pollution emission. The substance of low carbon economy is of high energy effciency and clean energy structure. The core of low carbon economy is an innovation of energy technology and energy system. The substance of low carbon economy must be held as the core when making policy and strategy about it. By analyzing economic activity of material flow, building material flow account, adjusting material flow pattern, implementing material flow management, optimizing economic structure, the development aim of low energy economy will finally come true. The current development of low carbon economy and Material Flow Analysis (MFA) are introduced in the paper. The main indices of MFA between Japan and China are compared. Quatemity pattern of strategy for low carbon economic development based on MFA is built. These may be referred to promoting low carbon economic development in China.
