邻水区域化工投资项目安全与环境准入探讨

摘　　要：为了减少化工生产对水资源的影响,确保用水安全,分析了目前邻水区域化工企业对水资源威胁的严峻性,从化工事故原因、致因模式及预防原则入手,分析并指出目前邻水区域化工投资项目安全与环境准入门槛中在生产系统与工艺的安全性、安全装置、安全管理水平、区域的应急救援预案及其评价、单位资质、投资规模、污水处理能力、风险保证等方面存在一些不足,最后提出了相应对策措施。To cut down influence of chemical industrial production on water resources and ensure safety in using water, the grim reality is analyzed for chemical enterprises put a threat to water resources in areas nearby waters at present, from reasons of chemical industrial accidents, models and principles of prevention, the existing deficiencies in safety and environment admittance of investment in chemical industrial projects in areas nearby waters are analysed and indicated, such as security of producing systems and technics, safe devices, safety management levels, regional emergency plans and evaluations, enterprise aptitudes, scales of investment, foul water treatment abihty, risk guarantee, corresponding. And countermeasures are brought forward finally.
