摘　　要：1 1996年小流域试点治理的新进展1996年是小流域试点工作重新步入正轨的一年.一年来,各省区克服种种困难,积极主动地组织和发动群众,投身于治山治水、防治水上流失的伟大事件中来,小流域试点工作有了新的进展,据初步统计,1996年30条试点小流域共完成水土流大综合治理面积85.10km^2,年均治理进度达12.2%,明显高于往年.各地在抓好小流域治理的同时,在深化改革上也有了较大的举措.各试点小流域都不同程度地抓了开发项目的建设与管理.改革、发展、提高是1996年黄河上中游小流域试点工作的显著特点.1.1试点工作改革力度明显加大,多元化投资渠道已初步形成一方面试点的主导思想了很大程度的提高.各地都把小流域经济建设作为试点工作的核心内容来抓,大部分流域把试点的着重点转到了开发性治理上来.在具体措施布置上,大力发展经济林,充分开发利用地埂和闲置土地,建立流域支柱产业。The guiding thought of the fifth phase of experiment of small watershed management in middle and upper Yellow River is: selecting typical small watershed, adopting all kinds of measures to conduct deep small watershed harnessing and exploitation in the light of new acceptance criteria for small watershed ratified by the Ministry of Water Resources; centering on development of high-efficient small watershed e-conomy and construction of soil and water conservation industry to probe into new problems and collect new experiences. In the future, the total investment principal for experimental small watershed will be: deciding projects with the benefit , investing by the project; not implementing quota allowance instead of reward for the watershed well managed; managing exploitation fund by contract in accordance with projects each province provided.
