摘　　要：指出在图书馆的管理行为上图书馆罚款具有其合理性,但从法律角度分析图书馆罚款不具有合法性,探讨了解决二者矛盾的途径,即从立法上赋予图书馆罚款权。This paper points out that the library＇ s penalty is reasonable because it＇ s a administration behavior of the library, but the library＇ s penalty is illegal from the angle of the law, probes into the paths for solving this contradiction, that is to endue the library with the right of penalty legally.
