摘　　要：依赖里格斯提出的行政生态学理论对现代公共行政的阐述,发现中国西部地区政府行政存在着里格斯提出的"过渡型社会"的特征;在行政生态学理论成果的基础上,对中国西部地区行政改革的思路和方向提出了针对性的对策和建议。This paper discusses the modern public administration system within the theory of administrative ecology created by Fred W. Riggs and believes that governments of different levels in Western China have a great amount of features of ＂transitional society＂ defined by Riggs. On the base of research efforts and results on Administrative Ecology, this paper attempts to generate some relevant policy suggestions and valuable ideas for the administrative reform in Western China on both perspective and changing route.
