摘　　要：电子政务是一种全新的政府管理方式,其实质是政府机构在其管理和服务职能中运用现代信息技术,实现政府组织结构和工作流程的重组优化,超越时间、空间和部门分割的制约,形成一个精简、高效的政府运作模式。E-Governance is a brand-new method for government management. The essence of this subject is governmental agencies to use modern information technology in management and service function to optimize restructuring of organizational structures and business process. Thereby, a simple and efficient mode of operation in government will be built beyond restriction of time, space and separated department.
