摘　　要：公民权是现代民主国家的一项基本制度,政府对公民权的保障在多民族国家中是非常重要的,特别是我国各方面发展相对滞后的西北少数民族地区,公民权利的发展经历了一个曲折的过程,在现代化的今天,公民权的保护显得尤为重要,研究西北少数民族地区公民权利的发展和保护,对新时期民族地区公民权的发展完善有着深远的历史意义。The civil rights are one essential institution in modern demotratic nation. So, protecting them is very important in a racial diversified country, especially in our northwest ethnic minority where development is relativelly backwarded. The civil rights have experienced a tortuous period. Our modernization makes it significant to protect them. Studying the development and protection of the civil rights in northwest ethnic minority has a significance of history to improve the ethnic rigions＇ civil rights.
