主体功能分区战略角度的中国城市化研究审视

摘　　要："十一五"规划提出的主体功能分区战略对我国城市化发展提供了新的推进模式。在土地利用规划或城市规划中,采用开发建设优先或保护利用优先的不同划定思路,必然会相应产生不同的土地空间格局和城市发展模式。通过回顾我国城市化政策,对我国城市在土地开发建设、保护利用中存在的问题进行了审视。一方面,由于我国正处在城市化和工业化快速发展时期,建设用地规模的不断扩展是该时期的重要特征;另一方面,从可持续发展角度看,由于我国人均土地资源相对匮乏,对耕地资源以及生态环境进行保护又是必须执行的方针,从而在理论上构成了土地开发和保护的矛盾,在现实中表现为县(市)域总体规划和土地利用总体规划的不协调。主体功能区的提出,理论上为区域土地利用模式和城市化政策的选择提供了战略指导,现实中为县(市)域总体规划和土地利用总体规划的一体化勾画了工作平台。The strategy of development priority zoning proposed in the ＂llth Five-Year Plan＂ shall provide a new impetus paradigm to the development of urbanization in China. In the field of land use planning or urban planning, whether it gives priority to development or protection, different divisions lead to different land spatial structure and different urban development pattern. On the basis of the review of China＇s urban policy, the paper exam- ined the existing problems evolving from the development and construction as well as the protection in our country. On one hand, due to the rapid development of urbanization and industrialization in China, the characteristic of the period is reflected as the continuous expansion of land scale. On the other hand, land resources, as well as ecological environment protection are the policy needed to be implemented owing to the relative lack of land resource per capita from the perspective of sustainable development. Thus the contradictions between land development and protection arise in theory; and the disharmony between the general county （city） planning and land use planning appears in the real world. The proposal of development priority zoning not only provides strategic guidance to regional land use patterns as well as urban policy choices in theory but also outlines the integration platform for the general county （city） planning and land use planning in reality.
