摘 要:地方妇儿工委工作机制长期以来存在着权威性、影响力、调协力、执行力相对薄弱的问题,影响和制约着地方妇儿工委作用的有效发挥。在现有妇儿工委行政设置框架下,重点应加强体制、机制建设和强化督察与管理,通过自上而下的方式建立完善市、区县妇儿工委及其办公室的组织机构、经费保障机制、目标考核机制和管理制度、激励制度、评估制度以及性别意识长期培训等具体制度,以保障妇儿工委协调议事职能落到实处,改变现行地方妇儿工委工作机制的低效运行状况,增强机制的运行效能,提高运行效率。The working mechanism of local working committees on children and women has long been facing the problem of relative weakness on authority, influence, coordination and enforcement, which influences and limits their effective functioning. This paper attempts to argue that in order to ensure the effective coordinative function of the working committees on children and women, change the inefficient operation status of their current working mechanism, strengthen the functional effectiveness of their mechanism and increase their operational efficiency, the organizational structure of municipal, district and county working committees on children and women, the guarantee mechanism of hinds, the goal oriented assessment mechanism and some specific systems such as the management system, the motivation system, the evaluation system and the long term training system on gender awareness should be established and improved from top to bottom starting with strengthening the building of system and mechanism and intensifying supervision and management under the current framework of administrative settings of local working committee on children and women.
