摘　　要：文化与贫困、发展之间有着更为内在的、本质的联系。"贫困文化"就是指贫困阶层所具有的一种独特生活方式,它主要是指长期生活在贫困之中的一群人的行为方式、习惯、风俗、心理定势、生活态度和价值观等非物质形式。生活在贫困文化中的人最关键的是要具有这种"文化自觉"意识和能力,一旦他具有了这种意识和能力,他才能认识到贫困文化对他的羁绊作用,并相信自己有能力挣脱它的束缚,这也就意味着他从命运之神的安排之下获得了解放。There are more inherent, more essential connections between culture, poverty, and development. ＂ Poor culture ＂ means a unique life style that under-privileged people have, it mainly means that non-materials forms such as manner of a group of persons in the poverty, getting used to, custom, mental set, life attitude and values,etc, live for a long time. Live people among poor culture a key one to want, have this kind＂ whether culture conscientious ＂consciousness and ability most, once he has this kind of consciousness and ability, he could realize the function of fetters to him of poor culture, believe that has the ability to shake off its constraint oneself, this just means he has been liberated from the arrangement of the god of destiny.
