摘　　要：总结和探讨了传统出版模式存在的问题,开放存取的定义和开放存取发展中所取得的进展及部分国家制定开放存取相关政策情况;对商业出版商、学会和其他非营利出版商、图书馆学会和图书馆员等对开放存取的观点和看法进行了归纳,并展望了开放存取的发展前景。This paper discussed the existing problems of the traditional publishing model, the definition of open access （OA）, the advances in the development of OA and the related policies enacted by some countries such as the US, UK, China, Indian and so on. The viewpoints of commercial publishers, society and other non - profit publishers, library associations and librarians were summed up and the future development of OA was perspeeted as well.
