县域特色产业集群可持续发展及结构性升级研究——来自江苏邳州板材产业集聚区的调查与思考

摘　　要：以中国著名板材生产基地—江苏邳州板材集聚区为例,对县域特色产业集群可持续发展及结构性升级所面临的发展瓶颈如原材料资源短缺、产业层次低,技术创新能力薄弱,企业关联度低、金融支持不够等问题进行了系统的分析,指出:积极推进"林、板"一体化进程,促进产业链上下游的延伸和产品附加值的提高,实施品牌发展战略,缔造邳州板材品牌建设的塔形结构以及加大政府、金融机构和行业协会支持产业集群的力度是邳州特色产业集群可持续发展及结构升级的路径选择。Taking the famous panel industrial cluster in Pizhou, Jiangsu province as a case, this paper have a systematic analysis on the bottleneck of the sustainable development of county industrial cluster and its structural upgrade such as the lack of raw materials, the lower industrial levels, the weak technical innovation and coordination among enterprises and the inadequate financial support. Ways to improve current situations are the followings ： to push the process of the integration of forestry and panel industry, promote the stretch of lower and upper industrial chains and the increase of its additional values, carry out brand strategies to build up tower-shaped structure of Pizhou panel brand and improve the support of government, financial institutes and industrial associations to panel cluster.
