摘　　要：公共图书馆的公益性决定了它在全民阅读活动中的主导作用。为使全民阅读活动有组织、有计划、有步骤、可持续地进行,图书馆在阅读推广中应协调各种社会资源共同参与和推动全民阅读活动,并从阅读倾向研究、阅读培训及创新阅读行为等方面为公众阅读提供有益的指导和有效的帮助。To public library,its character of public welfare makes its leading function in the civil readlng.In order to carry through the civil reading program step by step,library should harmonize various social resources to participate in and promote the civil reading program in reading popularizing activities,and should offer the helpful guidance and effective help in reading tendency studying,reading training and innovating reading action.
