德国推进养老保险制度改革的策略研究

摘　　要：德国是世界上第一个建立广泛养老保险制度的国家,已经形成体系完备、运行良好的养老保险制度。由于经济滑坡、失业人口增加、人均寿命提高、人口结构老龄化、人们学习和培训的时间增加、两德统一后需要提高原东德较低的保障水平等原因,建立在代际契约基础上的德国养老保险体系已经不堪重负,必须改革养老保险制度缓解政府财政压力,在利益表达的机制非常完善而且人们已经习惯了慷慨福利制度的德国,改革的难度可想而知。但迄今为止几乎所有德国的改革都是比较成功的,都能或多或少向政府预期的方向迈进。大多数社会福利国家也同样面对类似德国养老保险制度所面临的困境,研究德国成功推进改革的策略对其它国家有一定借鉴意义。Germany was the first country to establish old age pension system in the world,possessing a mature and well-run old age pension system.This system was established on the basis of contract between generations but was now in difficulty because of economic coast,increasing unemployed population,improving average life-span,old aging etc.It's necessary to reform the system to relieve the financial pressure of government.People can express their minds easily and they are used to the generous welfare in Germany.So it's difficult to push forward reform.But almost all the reforms in Germany have been successful so far.The thesis is about the strategies adopted in pushing through the old age pension reform in Germany.It's benefitial for the other welfare countries facing the same dilemma.
