摘　　要：通过分析我国麻醉药品和精神药品医疗使用不足和非法流失并存的问题,探讨目前我国政府管制中存在的经济性管制过多和社会性管制不足的现状,提出改革设想。从我国当前的监管制度入手,运用政府管制的相关理论,结合卫生统计数据和实例,展开综合分析。我国麻醉药品和精神药品政府管制的改革方向是减少直至消除经济性管制,不断加强和完善社会性管制。The situation of being insufficient of social regulation as well as too much economic regulation was discussed in order to put forward the thoughts of government regulation reformation by analyzing the problems of narcotics and psychotropics＇ abuse as well as their insufficiently using for medical treatment. The current system of government regulation was reviewed, the theory of government regulation was used as a tool, and the hygienic statistic data and examples were analyzed. The reform trend of government regulation of narcotics and psychotropics is to weaken, even eliminate, economic regulation, but to reinforce social regulation in China.
