世界银行贷款卫生九项目地区县级妇幼保健机构设备配备及使用情况分析

摘　　要：[目的]了解县级妇幼保健机构卫生九项目设备的配置及使用情况,并对设备产生的效应及存在的问题进行分析,为县级妇幼保健机构基础设施调整和科学配置提供可借鉴的经验。[方法]采用函调表法调查县级妇幼保健机构拥有的设备情况、卫生九设备的配备情况及使用情况,并结合定性访谈法补充定量调查的内容。[结果]截止到2006年底,107个项目县妇幼保健机构中卫生九配备的设备价值占院均设备总值的22.0%,其中,卫生九配备的800元以上设备台件数占院均800元以上设备总台件数的37.4%。在统计到的1001台卫生九配备的设备中,正常使用的占73.1%,闲置未用的占18.4%,故障待修和报废的分别占6.6%和1.9%。设备未使用的原因主要是无病人、技术能力有限、新型设备代替、设备待修等。[结论]依据规划,调整和合理配置现有资源,加强人员技术能力的提高,扩展业务范围,以提高设备使用效率。[Objective] To understand county-level MCH institutions equipment disposition and operation situations, analyze the effects and problems of equipment, and offer the available experiences for county-level MCH institutions to adjust the infrastructure and allocate scientifically. [Methods] Using the letter-investigation to collect the data which included the ownership status of county-level MCH institutions equipment, the disposition and operation status of Health IX Project equipment. [Results] By the end of 2006, the average total value of the Health IX Project equipment in 107 project county＇s MCH institutions was 22.0 percent of equipment total value on average of each hospital, and the average total pieces of the Health IX Project over 800 Yuan equipment in each project county＇s MCH institutions accounted for 37.4 percent of the hospital average equipment pieces. Among the 17 key Health IX equipments, the 107 MCH institutions had got the utility status of a total of 1 001, the proportion of normal use equipments were 73.1%, the proportion of idle equipment unused were 18.4%, the proportion of fault equipments to be repaired and the scrapped respectively accounted for 6.6% and 1.9%. [Conclusion] Adjusting and rationally allocating the resources according to the programs, strengthening the technical abilities of personnel, expand the business scope to improve the efficiency of the equipment.
