摘　　要：人力资本理论于20世纪中叶在美国经济学界兴起有着特定的历史条件。美国政府在人力资源的开发和利用方面的努力,"二战"后美国政府对外经济援助计划的实践与反思,经济生活中出现很多难以解释的现象,以计算机的应用为核心之一的第三次科技革命,都为20世纪中叶人力资本理论在美国的兴起创造了历史条件。The Human Capital theory emerged in the American economical academic circle in the middle of the 20th century. The emergence of the theory has specific historical condition., including the endeavor of the American Government developing and taking use of the human resources, the lessen of the American foreign economic aid plan after World Warll, the phenomenon which is explained with difficulty in the economic life, as well as the third technical revolution with taking computer application as cores.
