摘　　要：深化城乡规划效能监察是落实科学发展观的一项重要举措。杭州市、乌鲁木齐市、常州市突出工作重点,实施“阳光规划”,健全城乡规划编制、审批、监督机制，推进城乡规划管理政务公开，提高了城乡规划的科学性、权威性和严肃性，促进了城乡经济社会可持续发展。Deepening the efficiency supervision of urban-rural plan is an important measure of implementing the scientific development outlook. Hangzhou, Urumqi, Changzhou has focused on the" Sunshine Planning", perfecting urban and rural planning, and promoting the management of urban and rural planning, improving the rural planning of scientific and authoritative and serious, promoting the sustainable development of economy and society.
