摘　　要：清末新政期间,僻远的新疆、西藏和川边地区的经济近代化亦有起步,但由于受资金、人才、技术等条件的制约,上述区域的社会近代化进程步履蹒跚,明显滞后于东部。本文将对这些原因作出一定的说明。Though the government′s New Policy in the late Qing Dynasty brought about some modern economic progress in Xinjiang,Tibet and Chuanbian,these areas still lagged behind east China due to the shortage of capital,talents,technology and other resources,and the paper discusses the causes of these problems.
