我国农村体育公共产品供给问题的理性思考

摘　　要：采用文献资料、逻辑分析等研究方法,从农村体育公共产品的属性和供给主体入手,分析了我国农村体育公共产品供给政策的积极影响,并从供给瓶颈、障碍和根源三个方面剖析了供给主体单一、资源不足、责任、能力和义务之间的不对称,供给主体的类别对待问题,提出应以科学发展观为指导,重构农村体育公共产品供给主体,建立城乡一体化均衡的供给制度,出台多元参与的优惠政策,完善自主治理的自治组织,建立、健全相关的法律和法规。By using the research methods of coUecting documents ; data analysis, and logical analyzing, etc. , the author analyzes, from the perspectives of its quality and principal suppliers, the active influence and existing problems concerning the supply of public physical products in rural areas in China. In the aspects of the supply bottlenecks, bartiers and root causes, some matters have been fully discussed, such as sole supply body, lack of resources, and inequality among responsibility, ability and obligation, as well as the supplier categories. The author holds that, under the guidance of the scientific outlook on development, the supply bodies of the public physical products in rural areas should be reconstructed, an integrated supply system and preferential policies should be established, and the autonomy organizations and relevant laws and rules should be perfected.
