摘　　要：文章对国际知名标准组织的标准制定工作进行了分析和比较,指出开放、清晰、合理的组织结构设置、工作流程规定、标准推广应用体系等是标准组织有效运作的重要保证。This Article analyses the process to make out standards and specifications of international standard organizations. Then it is pointed out that the necessity to build a reasonable organization structure, a clear and open development process and an efficient application system to guarantee the operation of standard organizations.
