摘　　要：回顾了中国空车配货信息市场的3个发展阶段:独立经营阶段、本地信息共享阶段及网络化阶段;描述了手机短信的工作原理,表明了用一种支持手机短信的高实时性信息系统取代当前的人工中介和互联网信息的必要性和可行性;分析了系统的工作流程,包括内部工作流程和外部工作流程;设计了实时性空车配货信息系统的系统组成及临时信息库和用户信息库中的数据格式,包括车源、货源格式及车源注册格式;讨论了起止地点、吨位、有效时间等参数,及系统对用户资料的管理方法。Three development stages of the load and empty matching information system in China are summarized： i.e. independent managing stage, local information sharing stage and network stage. The principle of cell phone short message is described, and the necessity and feasibility to replace the current man-intermediary and internet information system with JIT infonnation system are concluded. The working process of internal and external process are both analized. The components of information system and data form including vehicle information, load informatiion and vehicle registering information are designed. Some other parameters like begnning （ending） place, carrying capacity （weight）and valid time are discussed as well as the managing ways to user data.
