城市非建设用地保护困境及其原因研究

摘　　要：城市非建设用地保护可视为快速城市化和转型期双重背景下中国城市快速发展需要迫切解决的新问题。当前城市非建设用地保护面临着数量减少、功能异化、管理失控三大困境,而导致保护困境的既有制度层面的原因,也有规划层面的原因。城市发展转型引发的冲击和现行土地制度营造的利益驱动是制度层面的主要原因,并在此过程中形成发展型城市政体。就规划层面而言,规划编制技术的落后和规划管理的真空是主要原因。The protection of urban non-construction land is a new problem which needs to be solved urgently under the backgrounds of rapid urbanization and social transition. Currently the protection of urban non-construction land is faced with three dilemmas which are the area of non-construction land decreases, the function changes and the administration is out of control. There are reasons both from the institution and the planning. The impact of urban development transition and the benefit pursuit under the current land system are the institutional reasons. In the planning aspect, the uncomplete planning making technologies and administration vacuum are the main reasons.
