试论宁夏移民安置地后续发展模式

摘　　要：移民问题是社会关注的重点问题之一。面对宁夏近40万移民、24处移民区的后续发展问题,通过实地调研资料,以切实可行、因地制宜为原则,以主导产业的选择为主线,在整理比较成功的移民开发经验的基础上,提出了高效节水型农业、城郊型农业、特色农业、农林牧结合型农业、煤化工产业、农产品加工业、沿山旅游业等七种后续发展模式。The migrant issue is one of the important problems in the world. How to install the migrant has been the most important and difficult task for regional study and development. The construction and development of the new target place will significantly influence the process of migration and ensure the success of migration. Ningxia Province has 400 000 migrants and 24 places of resettlement. And its migration has a long history about 20 years, yet the status quo of development of the resettlements is not optimism. According to the data of investigators, the favorable measures to local conditions, the choice of the dominant industry, and the successful experiences of other resettlements are compared and analyzed. The paper put forth three genus and seven kinds of further development models based on the survey. The three genuses are the mode of the dominant agriculture, the mode of the dominant industry, and the mode of tertiary industry. The seven kinds are the type of high-efficiency water-saving agriculture, the type of suburbs, agriculture, the type of endemic agriculture, the type of agriculture combined with forest- ry and stock raising, the type of coal chemical industry, the type of farm product processing industry and the type of tourism along the Helan Mountains. The 7 kinds are feasible and favorable for the migrants of Ningxia Province. This paper can be helpful for local government and people, and can be use for reference to the places such as Gansu, Xinjiang and Tibet with similar natural environment, the socio-economic base, the condition of the society, the level of the economy and so on.
