摘　　要：知识生产存在两种激励模式——科学制度和市场制度。科学制度按照同行评议规则决定知识生产者的报酬,它存在委托代理困境,同时优先权竞争导致知识生产项目的趋同。市场制度按照市场竞争法则决定知识生产者的报酬,它依赖知识产权保护,存在知识保护悖论。由于两种模式具有互补性,维持它们的平衡是一个国家最为重要的知识生产政策。There are two modes of Incentivizing knowledge production： scientific system and market system. In the scientific system, producers of knowledge are paid according to their peers＇ evaluation. This system is confronted with the problem of agency by agreement, and its inherent character of competition for priority leads to homogeneity of knowledge production programs. In the market system, producers of knowledge＇are paid according to the rules of market competition. This system is based on the rationale of protection of intellectual property rights, but it is faced with a paradox knowledge protection. The fact that producers of knowledge make their decisions regarding their individual benefits ensures that there will be a good balance between populations of knowledge producers in these two systems. As the two systems are complementary to each other, what maintains a good balance between them is our state policy on knowledge-production.
