摘　　要：统筹城乡发展的关键是解决"三农"问题。作为中部欠发达地区的安徽省,目前城乡协调发展方面面临一些问题,造成这些问题最根本的原因是工农分割、城乡分治的二元结构体制。因此,"十一五"期间要贯彻城乡统筹发展的方针,建立以工促农、以城带乡的长效机制;要提高农民综合素质,统筹城乡培训就业;用抓工业的理念谋划农业,加快农业产业化发展。Overall planning of the urban and rural developments is key to solve three agro--issues. On the basis of analysing and studying the present state and cause of development gap between cities and countries in Anhui, the present paper puts forward some ideas and countermeasures for overall planning of the urban and rural development and for the narrawing of the gap between cities and the countryside.
