体制内外绩效评价的指标体系比较——以穗深两市为例

摘　　要：指标体系设计是地方政府整体绩效评价中的关键问题及核心内容。本文以广州市与深圳市为例,首先基于独立第三方立场和公众满意度导向,作为层次分析法特例设计指标体系并运用到两市政府整体绩效评价中,然后与两市体制内考核评价体系进行了比较,论文就指标体系及实施过程存在问题与改进方向展开了讨论。Design of index svstem is the key problem and core content of overall performance evaluation of local government . Based on the public satisfaction orientation and the third -party standpoint, we first apply our index system （as a special case of AHP） to the overall performance evaluation of Guangzhou and Shenzheng. Then, we compare it to the inside indices system they used to evaluate their own performance . This paper mainly discuss the index system , and the problems and improvement direction of the implementation process when we use it.
