摘　　要：创建高绩效政府是世界性的政府改革趋势,是当前行政体制改革深化发展的必然要求。高绩效政府具有较高的政府绩效,体现了政府的强大能力,能够服务于当前和未来的社会需求,是政府形象建设的一个重要方面。在此过程中,需要以公众满意度作为衡量高绩效政府的最重要指标,进一步完善政府绩效管理,共同参与高绩效政府的创建,把创建高绩效政府作为行政体制改革的切入点。Creating a high-performance government is an inevitable requirement of the current deepening reform of the administrative system. As a world-wide trend of government reform, creating a high-performance government is a profound change. Being an important aspect of government image, a high-performance government has higher government-performance, shows strong ability, and can meet current and future needs of the society. In the process of constructing a high-performance government, the following measures should be taken. Public satisfaction should become the most important indicator of judging a high-performance government. It is also necessary to further improve the performance management of government, to jointly construct a high- performance government with the masses, and to take creating a high-performance government as a breakthrough of the administrative system reform.
