河南财政支农资金支出结构分析

摘　　要：从支农资金支出结构上看,河南支援农业生产和农林水利气象部门事业费支出总量呈上升趋势,占河南财政支农资金支出份额偏大;农业基本建设资金支出虽有所增长,但投资比重较低;农业科研资金投入严重不足;农村救济费基本稳定,占财政支农资金支出份额不高。主要原因是河南经济发展整体水平较低;政府职能界定不甚合理;缺乏稳定的财政收入机制;支农资金支出管理水平不高。From the perspective of the structure of financial fund for agriculture, there is a upward trend in the total expenditures of agricultural production support and forestry meteorological departments. Despite the growth of agricultural infrastructure capital expenditures, a lower proportion of investment and the inadequate agricultural research funding are obvious. Though the fee of rural relief is stable, the share of financial support for agriculture is not much. This was mainly attributable to the overall lower level of economic development, unreasonable definition of government functions, lack of stable revenue mechanisms, and the low level of financial expenditure management.
