对公益性地质事业单位管理与改革的思考

摘　　要：目前,公益性地质事业单位存在的问题主要是计划经济时代遗留下来的体制和机制与市场经济的环境不相适应。经常性经费不足,人员结构不合理,规章制度执行不力,收入分配仍存在"大锅饭"的现象。在国家对事业单位整体改革方案没有出台的情况下,公益性地质事业单位应该坚持制度创新,严格制度管理,调动人的积极性、创造性,强化公共服务本职,建立科学的绩效评价体系,提高公共服务效率,以适应建立服务型政府与建设和谐社会的需要。At present geological institutions have the nexst main problems the system and mechanism left over by the plan economy era are not suited to market economy conditions. These institutions usually are short of funds, their personnel structure isn't rational, the rules and regulations are not carryed out well, income distribution isn't reasonable. Up till the present moment general reform plan isn't published by state, but the reform of geological institutions should not be stopped, they should constantly implement system innovation and improve system management, arouse the personnel's enthusiasm and creativity, strengthen public service and increase the efficiency, establish scientific effect evaluation system in order to meet the need of building up service-oriented government and harmonious society.
