摘　　要：针对风险管理的重要性,指出要迅速有效地推行建设工程质量保险制度,必须突破现有的法律法规体系,建立新的管理模式,就两种风险管理模式的主要特点及优缺点作了论述,通过分析比较得出风险管理的最优模式。Aiming at the importance of the risk management, the paper points out that it is necessary to break through the law and regulation system, to construct the new management model for a speedy and effective implementation of the construction quality risk system, illustrates the main characteristics, advantages and disadvantages of the two risk management models. According to the analysis and comparison, it coneludes the optimized model of the risk management.
