摘　　要：将我国现行土地利用规划体系结构按照全国性、区域性、地方性和村域性四级制同美国、英国、德国等土地利用规划先行国家进行比较研究,得出各国(地区)土地利用规划体系的特点.中国的现行土地利用规划体系也同样自上而下逐级控制,且相互制约和联系,但存在3个方面的不足.从而结合我国的实际情况,提出基于乡村尺度的土地利用规划(村级土地利用规划)是建立和完善中国土地利用规划体系的必然.The text compares the current situation of land use planning system in our country with that in other developed counties, such as Britain, America, and Germany at national, regional, local and village levels and obtains some characteristics of land use planning systems in various countries （regions）. Similarly, the current land use planning system of our country also adopts the form from the ton downward progressive controls, arious levels are mutually restricted and related. But it has defects in three respects. Thus, according to the actual conditions of our country, it is necessary to propose the land use planning based on rural level （Rural Level Land Use Planning） for setting up and improving the system of land use planning in China.
