摘　　要：分别以草原家庭承包、第一部《草原法》出台、草企业兴起和生态优先为主要特征划分了改革起步、发展深化、产业调整和战略转型4个时期,阐述了30年来我国草原改革发展的历程;通过草原畜牧业与草业发展对经济的巨大支持。草原在国家生态安全和可持续发展中的关键作用和全社会对待草原态度的积极转变,指出我国草原改革开放30年发生的历史性变化;从草原的发展方向、发展思路、发展措施、发展重点和发展战略的角度,提出了推进我国草原发展上新水平的战略举措。This paper elucidated the reform and development course of Chinese grassland in the last 30 years,which was separated into four periods including the reformation start,the development deepening,the industry adjustment and the strategic transformation,with main characteristics of the household contract responsibility system of grassland,the publication of the fist Grassland Law,the rising of the enterprises about grass and the ecological priority,respectively.The great support of animal husbandry and grass industry to economics,the crucial role of grassland played in national ecological safety and sustainable development and the positive change of the attitude of all the society to the grassland indicated the historic changes of the reformation and development of our grassland in 30 years.This paper also represented the new thought and new measures to the adaptation to the new developing levels and new requirements of our grassland from the strategic view of development direction,development thought,development measure,development priority and development strategy.
