摘　　要：针对突发公共危机应急管理国际合作现状,分析了其存在的缺陷;论述了经济全球化与应急管理国际合作之间的内在联系;提出了在经济全球化背景下应构建有效健全的应急管理国际合作体系。认为应急管理国际合作机制的框架应包括应急管理的组织机构、行动程序、保障系统和法律基础4个方面的内容。Aiming at the status quo of international cooperation in public emergency management, the deficiencies of international cooperation in the public emergency management were analyzed. The relationship between public emergency management and economic globalization was expounded. The frame of international cooperation system in public emergency management was put forward. It was suggested that the frame of the emergency management international cooperation should include the following four aspects ： organization structure, action procedure, guarantee system, and. codices foundation.
