摘　　要：自关于科研不端行为的首个联邦部门规章于1989年制定并实施,直至统一的联邦法规——《关于研究不端行为的联邦政策》于2000年12月6日公告生效之前的12个年头里,美国政府各部门和机构的政策法规中,有关科研不端行为的定义一直是"各自为政"、"争执不停"。研究结果发现:美国联邦政府各部门和机构关于不端行为定义的争议与统一过程,蕴涵着并影射出联邦政府关于科研不端行为政策的演变轨迹和统一趋势。During the twelve years from the establishment and implement of the first Federal department's regulation on research misconduct in 1989,to being noticed and effective of the unified Federal code of the Federal Policy on Research Misconduct on December 6,2000,'each does things in his own way' and 'continual disputes' on the definitions of research misconduct have been in existence among the Federal departments and agencies. The research result showed: the disputed and unified process of the research misconduct definitions among the Federal departments and agencies,contained and reflected the track of the policy evolvement and the unified trend of the Federal government on research misconduct.
