摘　　要：根据工程量清单计价模式的特点,建设单位应从三个阶段采取相应措施加强工程造价的控制:在招标投标阶段,编制完善的招标文件和准确的工程量清单,评审投标报价的合理性,进而确定合同价的计价方式;在工程施工实施阶段,严格合同管理和工程变更签证管理;在工程竣工结算阶段,严格按合同和签证审核竣工结算,从而强化对工程造价的控制。In accordance with features of mode of quotation for bill of engineering quantities, the building unite should take appropriate measures to strengthen control of engineering cost from 3 stages - at stage of tender and bid, to draw up the perfect tender file and exact bill for engineering quantities, to assess and examine the rationality of bid quotation and to determine the charging way of contract;at stage of engineering construction and implementation, to manage strictly the contract and the visa of engineering change; at stage of final estimate after completion of engineering, strictly to examine and verify the final estimate according to contract and visa and to strengthen the control of engineering cost.
