农村贫困人口反弹与可持续性发展机制的缺失

摘　　要：近年来在农村贫困人口大规模减少的同时,却出现了贫困人口不减反增,特别是农村贫困人口返贫率不断提升等一系列新问题,直接延缓了减贫的历史进程。本文拟就农村返贫人口形成的内在机制予以分析,提出弥补反贫困中可持续性发展机制的缺失,制定相应的对策,以解决贫困人口的稳定脱贫问题。While the poverty-stricken population in rural areas is decreasing on a large scale in recent years, there appears the phenomenon of the increase of poverty-stricken population, especially a series of problems such as the rate of reversion to poverty among the poverty-stricken population in rural areas. An analysis is made of the inner mechanism of the formation of the population of reversion to poverty in rural areas herein. It is put forward that we should make up for the lack of sustainable development mechanism and stipulate corresponding policies so that a solution is to be found to the stable settlement of solving the poverty-stricken population.
