摘　　要：通过分析原有通信系统在应急通信指挥中存在的问题,探讨应急通信指挥系统中智能组网平台的系统构成、相关设计,以及智能应急通信平台服务质量保证系统(QoS)的设计,以研究实现应急通信指挥需求的方法。Today, regional or global large-scale event held at the same time as a result of changes in the world situation, the need for this large-scale event based on intelligent network platform, a variety of means of communication can achieve interoperability of command and emergency communications systems. In the artide, author analys and designs intelligent network platform about the chain of emergency command and communications, and design ensure quality of service （QoS） in the design. It gets a method of forming intelligent network platform.
