摘 要:针对淮河流域除涝标准低、涝灾损失大等问题,分析其涝灾成因及淮河流域涝灾治理效益,提出了淮河流域涝灾治理对策:了解易涝洼地的类型与分布,摸清重点平原洼地的范围,理清治理涝灾的思路和目标,采取涝灾综合治理措施,即实施支流河道及干沟治理工程;加固圩区堤防;兴建排涝泵站工程;退垦还湖;调整低洼地区农业结构;辅以必要的非工程措施,加强工程管理。In consideration of the current situation of low waterlog standards and large waterlog-induced loss in the Huaihe River basin,the comprehensive countermeasures were put forward:to understand types and distribution of waterlog regions,to govern range of the key plain depressions,to distinguish the idea and aim of waterlog treatment,and to employ comprehensive waterlog treatment,that is,regulation of distributaries and the main stream gullies;to strengthen the dikes;to construct the drainage pumping stations;to withdraw land from the lake areas;to adjust the agricultural structure in low depression areas;to utilize non-engineering necessary measures and to improve engineering management.Finally,the benefit of waterlog treatment in the Huaihe River basin was discussed.
